Parking Brake Sticks

Recently, my parking brake would not release once you release the handle. However, driving w/ the brakes on seems to solve the problem. Anyway, I'm assuming since my car got flooded back in October, water probably seeped into the cable and never came out, and w/ the cold, is freezing the cable in place. Besides replacing the cable, anybody have any other ideas i can check? Considering the fact that it's been cold for a while, it seems strange that the cable is freezing only now. For what it's worth, the problem started the day after I got my car washed so I don't know what a car wash can do to make it stick.

Time for a quick resurrection. I re-greased the caliper pins and sanded off any rust on the bracket where the pads slide and put anti-squeal on there. Brake still sticks. Now I'm moving on to the cables but I can't push the equalizer towards the rear for the life of me to take the cables off. I just don't have enough room w/ the driveshaft in the way to squeeze my hands there. Anyone have some tips how to do this? I was thinking of putting the jack stands on the body as oppose to the axle or just dropping the driveshaft altogether. Also, FWIW, only the driver side caliper sticks, not the passenger.
