what is the greatest amout of inchs that i can lower my 99 mustang in order to fit an 18in rim?

You could do a 2 inch drop with the Sportlines and would be fine.I would only go 1.6 with the H&R's though,with a 2 inch drop the wheels look kinda tucked in.
