Exclamation Flooding Problem

Got my car fixed because it wouldnt start the other day but turned off the key and tried it again but it wouldnt start. I unplugged the fuel pump plug started up then plugged it back in and then it ran but as soon as you shut it off the same thing happens again. I have a new BBK regulator(set at 38), new 19 lbs injectors, I cant figure it out. Thank for you help Adam
