ok, yea the fuel filter is on the fuel tank facing the center of the car. It can be reached without jacking up the car. Just crawl under there and look up. I am not sure but I think mine is held in place with a bracket and it has metal fuel lines on either end. Also, I just changed the plugs on my car and I don't care what anybody says I felt a little difference. It might be because they havent been changed in a while but It definately performed better. the plugs on the driver's side are fairly easy to change except for the farthest one back which requires a failry small hand to reach around the brake master cylinder. (the master cylinder is the round black object that butts up to the fire wall on the driver's side.) The other side is a little harder because you need to remove the air intake. Mine was aftermarket so it was pretty easy. After the air assembly is removed, it's really easy to change the plugs on the passenger's side. Don't worry about it just follow the plug wires and make sure you don't get them mixed up. It is a great thing to learn to do because if you pay someone to do it that is just plain stupid.
