A clay bar DOES NOT remove scratches from your paint. It removes contaminants that regular washing cant remove such as over spray, bugs, tar, etc. In fact, if you clay wrong, or you use an aggressive clay bar, then you can induce even more marring. If you want to remove scratches, then you need to get a polish. There are millions of different polishes out there. Some remove imperfections while others partially remove them and hide them. I have experience with Poorboys SSR's, Pinnacle XMT, Menzerna, and Optimum. Out of those, Menzerna is the best, but most expensive and you need to use a machine. If you dont have a machine and want to do this by hand, then it will take awhile and you wont get nearly the results you would using a machine. So first things first, do you want to do this by hand, or machine? And do you want to remove these imperfections or do you want to hide them? Also, how much are you willing to spend?
