I'm not sure how it all works, but I think if the Big Ten champ goes to the NC game then the Rose Bowl has the option of picking team from a different conference, however there is tradition with the pac 10 and big 10 playing each other and the old farts who makes these decisions aren't going to steer away from tradition.
