Don't ever use electrical wrap for things like this only use heat shrink. The e-tape will come off and unravel after a little water/heat gets to it. Thats a no no. Use whatever decent wire you have (speaker wire is no decent).

Dans got ya its for the EGR and you can hook it up or toss it. If you do get rid of it it will drop your mileage and will make the motor run a tad hotter. On the good side no more egr crap to fail, no more carbon in the intake manifold etc... and also you get to get alot of shit out of the engine bay.
