Control arms prevent wheel hop and allow the car to launch more straight. The think the uppers address the hop issue.
If you are not getting wheel hop, I am not sure if you really gain much by adding them.
As far as which one first upper or lower, I don't like to do the same work twice. I did both at the same time which lowered labor costs.
I went with UPR. You can get both upper and lowers for about $200 and they are probably the best, cheaper control arms on the market. Lots of fast guys running these.
