Paint Shop Pro 9.. You can get Paint Shop Pro for less than $99. I just Got CS2, but haven't used it much yet.
If you haven't done any graphic editing, and don't plan on using that 'skill' much in the future, don't spend a ton of money on a program just to make sigs.
Either that, or just ask me to make you one.. lol
