It really depends on the source of the smell. If it's a smoker's car, then you need to take everything cloth out of the car (carpet, headliner, seats) and replace or clean with a heavy duty clener / odor remover. I've gone as far as to let them sit outside for a few days or in the basement for a long period. If it's from a specific spill or a fish left under the seat, then you only need to attack the source once you find it. Check under the consol, it;s odd the kind of stuff that will migrate there.
