3 - Suspension mods (helps get the weight transfered correctly and the power to the road)
You will need to get your 60 foot under 1.8 and drop a few lbs off the car. Also, track altitude makes a big difference. Hitting 13.0 is very possible especially if the times are corrected to sea level. Know this, there are plenty of guys with just bolt-ons (no cams or heads) breaking into the 12's.
