Well its tough to say, but I'll take a guess..
260 hp stock
35-45 hp ported heads and cams
12-15 hp plenum and throttle body
8-10 hp pulleys

315-330 hp. Add gears and some traction and that should be good for low 13's.
Most blower kits will add 100-150 hp at about 9 psi. So figure 415-480 hp. That much power should get you low 12's and possibly 11's. What type of blower are you looking into ???
