The cool thing about SLP is that normal, low RPM driving they are barely above stock sound levels....it's when you romp on it then they start to wail (it sounds really good too). Just drive like a human and no one will care.
Emissions are not effected by replacement, shoudl be no problem. When you get into the A/F mixture and catalysts that the emissions tests are effected.
