Perhaps not worth the money IMO if you are planning on just running 8 psi. Since I have the cooler, I may be able to safely make a few more hp then you, but neither of us can run much more then 400 rwhp safely anyway without forged internals.
So, if on a budget, you can always add the cooler later BUT, you will probably need another dyno tune which will only add another $300 and for me, another day off of work. Which when you are an old fart like me with a profession, saving the day is like getting a free blower.
Next year I may be looking at forged internal, headers, cams, and heads. That will easily put me in the 650 hp land w/o blinking and the Novi will be able to support me all the way there and then some.
The ONLY better option then a Novi-2000 for making power is twin turbos. I am not even sure a KB 2.2 can support as much power, but I could be wrong.
